Vintage Box Scraper/Shoemaker's Peg Cutter
13inches in length
“F.Willis” stamped on head piece

I learned from a subscriber that this is "box scraper" is actually a shoemaker's peg cutter. Before 1853 shoes were made with wooden pegs to secure the soles. After they pound them in they would use that tool to trim the tops of pegs by reaching down inside the shoe.
